On July 29, 2026, the University of Baguio hosted an official courtesy visit with the chairperson and distinguished members of the Commission on Filipinos Overseas (CFO) in accordance with organization-oriented initiatives between resident and non-resident Filipinos. The discussion covered notable principles and promotion within opportunity-setting, rights, and widespread collaboration in dedicated programs and services in Baguio City, reinforcing the growing partnership between both institutions.
The CFO delegates consisted of the following attendees from Secretary Dante Francis “Klink” Ang II, Chairperson of the Commission on Filipinos Overseas (CFO), along with prominent members, Mr. John Nicols Ruelos, Senior Emigrant Services Office; Mr. Grey Panganiban-Mayrong, Emigrant Services Officer II; Mr. Charles Andrew Sulla, Emigrant Services Officer I; and Mr. Jerry Carual, designated photographer.
UB and CFO Courtesy Visit: Strengthening Global Academic Mobility for the Academic Community
The visitation commenced at the University President’s office with Dr. Javier Herminio Bautista alongside other esteemed representatives and leaders. Joining Dr. Bautista from UB were SBAA Dean Dr. John Balanquit, SIHTM Dean Ms. Jenelyn Magpatoc, SON Dean Dr. Helen Alalag, Counseling and Student Welfare Director Ms. Leny Estacio, and International Affairs staff member Ms. Angelica Tamayo.

The meeting focused primarily on enhancing support for J-1 visa holders participating in the Exchange Visitors Program (EVP), ensuring UB students and young professionals are better prepared and guided as they embark on opportunities abroad. This was further supported by the recent Anti-Human Trafficking seminar on May 18, 2026, which discussed how the BRIDGE USA J-1 Visa Program fosters intercultural and educational exchanges during her presentation. As one of the talking points highlighted, the US government is authorized to administer the BRIDGE USA Program, formerly known as the Exchange Visitor Program (EVP), under the Mutual Educational and Cultural Exchange Act of 1961.
Following the signing of a Memorandum of Agreement (MOA) between the CFO and UB last May 2026, Secretary Ang and Dr. Bautista discussed ways to broaden their collaboration across other academic programs. Both sides also explored joint strategies to build bridges with other domestic and international institutions, paving the way for expanded exchange networks and broader global learning opportunities.
Solidified through a Memorandum of Agreement signing held in early 2026 and formally acknowledged through Batas Pambansa Blg. 79 and in accordance with Administrative Order No. 242, the CFO’s obligation is to promote and defend the interests of Filipinos residing overseas, especially those preparing to work, study, or take part in exchange programs.
Leading with purpose through Sustainable Development Goals (SDGs) 4, 8, 10, 16, and 17, the institution commits to strengthening international education, student safety, and life-changing global learning opportunities that equip UBians to be responsible professionals and global citizens.
