As part of its continuing efforts to strengthen academic leadership and professional growth, the University of Baguio launched the Professional Reinforcement for Innovation and Mentorship in Education (PRIME) Series, a development initiative designed to equip academic leaders with relevant strategies, tools, and insights aligned with institutional goals. The PRIME Series is envisioned to be a sustained platform for enhancing leadership competencies, fostering innovation in pedagogy, and ensuring the consistent application of quality assurance mechanisms across all academic units.
Anchored in the University’s commitment to academic excellence and instructional leadership, the PRIME Series aims to fortify the implementation of Outcomes-Based Education (OBE) while aligning instructional practices with both national standards such as the Commission on Higher Education’s (CHED) Policies, Standards, and Guidelines (PSGs) and international benchmarks. By bringing together deans, principals, and program chairs, the initiative fosters a collaborative environment where academic leaders can critically reflect on current practices and co-develop transformative strategies for teaching and learning.



On June 11, 2025, the University officially opened the PRIME Series with PRIME 1, held at the Management Conference Room (MCR). In the morning session, PRIME 1A, the deans of the various schools participated in a focused discussion led by Dr. Antonio D. Mangaliag, Dean of the School of Teacher Education and Liberal Arts (STELA), and Ms. Jenelyn M. Magpatoc, Dean of the School of International Hospitality and Tourism Management (SIHTM), who guided them through the process of unpacking essential competencies from CHED’s PSGs, mapping performance indicators, and aligning course outcomes with syllabi. That afternoon, the principals from the Basic Education (UBHS, UBSHS, and UBLES) joined the activity. The session echoed the morning’s theme but emphasized the crucial role of principals in upholding teaching and learning standards through effective instructional supervision and strategic quality assurance practices. Both sessions supported the enhancement of Domain 3: Teaching and Learning in the Philippine Professional Standards for School Heads.

Continuing the momentum, PRIME 1B was held on June 13, 2025, at Café Fernando, this time gathering the program chairs of various schools. The session maintained the OBE focus but was tailored to address program-level implementation, bridging the gap between curriculum planning and classroom delivery. Through practical discussions and hands-on workshops, participants were able to refine their strategies in aligning course content, learning outcomes, and assessment methods. Dr. Antonio D. Mangaliag returned to lead the session, providing continuity and deepening the collective understanding established in the earlier modules.

The PRIME Series offered more than just professional training. It became a space for dialogue, collaboration, and shared vision among academic leaders. As the University of Baguio continues to drive academic transformation, this initiative stands as a clear reflection of its unwavering dedication to empowering educators and ensuring that every student benefits from a high-quality, outcomes-focused educational experience.
