On April 20, 2026, management members and esteemed representatives from the University of Baguio revisited the spark in its relationship for the academic and its lively community through a memorandum of signing (MOA) agreement with the Fernando-Rosa Bautista Foundation to pursue projects through shared initiatives and objectives that focus on relative measures of development, research, and enhanced education and academic opportunities for the UB community.
This project promotes cooperation that highlights efforts to support communities through a variety of initiatives targeted at enhancing quality of life, offering necessary services, and debating program enhancements. In the spirit of the university’s founders, Tatay Fernando Bautista Sr. and Nanay Rosa Bautista, the coordination focuses on institutional orientation, community outreach, and detailed research engagement/initiatives.

Held at the Management Conference Room (MCR), the partnership was preceded by university president Dr. Javier Herminio D. Bautista, along with top management members, vice president for academic affairs Dr. Janice Kaylyn K. Lonogan; FRB president, Mr. Justine Ray R. Bautista; chairman, Ms. Kristine Rose B. Sameon; and corporate secretary, Ms. Rosalynn B. Damoco.
Following the signing ceremony, FRB officials met with the Dean of the School of Teacher Education and Liberal Arts (STELA), Dr. Antonio Mangaliag; Director of Research Innovation Extension and Community Outreach (RIECO), Dr. Donnavila Marie Panday-Herbster; and Director of the Linkages Office, Ms. Melanie Rulla-Saro, to discuss possible joint projects created and articulated to help students and underprivileged communities directly.

A Helping Hand for the UB Community
The partnership establishes a framework for general collaboration, where both institutions commit to working together in a spirit of cooperation to achieve shared objectives centered on community development.
The partnership opens the floor to improve its framework for general collaboration, in which both institutions pledge to cooperate in order to accomplish common goals and highlight initiatives. Included in the list are
- Feeding Programs: School-based intervention aligned with the Department of Education’s thrust to address hunger and improve the nutritional status of undernourished children, thereby enhancing learners’ health, cognitive development, and academic performance
- Gulayan sa Paaralan: A sustainable agriculture initiative promoting food security, environmental stewardship, and practical learning through school or community vegetable gardens
- Literacy Program: A structured intervention aimed at improving reading, writing, and comprehension skills among individuals in underserved communities, leveraging the academic expertise and resources of UB to foster personal and educational development
- Scholarship Program: Under the MOA, FRB will offer scholarships based on agreed qualifications, covering college scholarships for indigent students and graduate studies, as well as support for beneficiaries from DSWD-Regional Rehabilitation Center for Youth (RRCY) and the Regional Haven for Women and Girls
- Pamaskong Handog Program: Involving the distribution of hygiene kits and school supplies to feeding program beneficiaries in public schools. The initiative may also extend sponsorship support for activities and programs organized by various groups and organizations

Under the MOA, the university and FRB foundation will also pursue joint projects aligned with their respective missions, with a focus on enhancing educational access, advancing community service, and promoting sustainable development. Supported through the Sustainable Development Goals (SDG) 1, 3, 4, 8, 10, 11, 16, and 17, the collaboration helps end the cycle of poverty and equips people with the information and abilities necessary for both career and personal development.
