UB Accelerates Skills Building and Global Readiness Through Taiwan Semiconductor Microcredentials Consortium

UB & Taiwan Semiconductor Micro-Credentials Consortium 2026

In the process of creating innovation through knowledge building and workforce management, members from the University of Baguio participated in the Memorandum of Agreement (MOA) Signing Ceremony for the Taiwan Semiconductor Microcredentials Consortium, bringing together partner higher education institutions, government agencies, and industry stakeholders in a collaborative effort to strengthen semiconductor education, research, innovation, and organizational development in the Philippines.

Led by esteemed leaders and members from the University of the Philippines Open University (UPOU) under the direction of Chancellor Dr. Joane V. Serrano, the vision outlines four guiding pledges that are focused on increasing open education, digital transformation, innovation, and accessible possibilities for lifelong learning.

Held on May 12, 2026, at the Edgardo B. Espiritu Room, Ang Bahay ng Alumni Convention Center, University of the Philippines Diliman, Quezon City, university members Dr. Ellen Halover, Dean of the School of Information Technology (SIT), and Linkages Director Ms. Melanie Rulla-Saro represented UB on behalf of University President Dr. Javier Herminio D. Bautista and joined and gathered thirteen (13) partnered colleges and universities throughout Luzon to formalize the initiative.

The signing ceremony also sought the presence of Commissioner Michelle Aguilar-Ong of the Commission on Higher Education (CHED), whose distinguished career in academia and community development continues to contribute to strengthening Philippine higher education and global academic collaboration.

Through the signing, the event bridges access to industry-aligned microcredential programs, instructional materials, seminars, workshops, and possible international training and internship opportunities for students in Taiwan as a partner higher education institution (HEI). The initiative’s goal is to provide students with specialized competencies in semiconductor development and manufacturing, an industry acknowledged globally for its growing demand and strategic importance. Honing specialized skills in semiconductor development and manufacture, an industry known around the world for its strategic significance and rising demand.

The participation reinforces the university’s mission to promote accessible, innovative, and industry-responsive learning opportunities that prepare students for emerging global careers. All while nurturing a meaningful collaboration among academic institutions, government agencies, and international stakeholders to advance transformative and future-ready education for learners, educators, and industry professionals (expounded through the Sustainable Development Goals 4 and 17).

Through academic projects and industry initiatives such as this, the University of Baguio creates an expanding avenue for global engagement activities that strengthen its role in educating competent, globally competitive, and socially responsible professionals who can contribute to national and international development.
