His belief that cooperation, education, and community involvement build lasting peace is essential to his success. Throughout his career, he has developed and institutionalized innovative programs that reflect this philosophy. The Sulat Kamay Program, a youth-focused peacebuilding and crime-prevention initiative based on the idea that education and mentoring can become powerful tools for social transformation, is one of his most noteworthy achievements.

What began as awareness activities evolved into a structured program that integrates youth development camps, leadership training, and youth empowerment sessions to help young people build leadership, discipline, civic responsibility, and resilience.

The collaboration between the Philippine National Police and UB’s School of Criminal Justice and Public Safety (SCJPS) is a key component of this project. Through this partnership, the program brought police-community engagement closer to students and youth, offering chances for civic engagement, leadership development, peace advocacy, crime prevention, and awareness of extremist influence and violence. The collaboration emphasizes the crucial role of academic institutions in advancing community-based and preventive approaches to peace and security.

Community Development and Peace Building

Recognizing that youth development must progress beyond participation, PMSg Supsupin also initiated the Youth Mobile Force (YMF), an organized platform that empowers young people to become peer advocates and active partners in peacebuilding, community development, and crime prevention. Together with government agencies, educational institutions, and community stakeholders, these initiatives have strengthened young citizens’ participation in promoting safer, more progressive communities.

Beyond youth development, PMSg Supsupin demonstrated innovation by establishing the Information Operations (IO) Mobile Team, an initiative designed to make community engagement more organized, measurable, and sustainable. Through research-driven interventions and partnerships with government agencies, local government units, civil society organizations, and educational institutions, the team developed and implemented programs focused on stakeholder engagement, peace advocacy, community organizing, media engagement, and community development. The initiative became a model for sustainable, replicable, community-responsive policing across localities.

The Badang Kabuhayan Project, which offers skills and livelihood opportunities to women, out-of-school youth, and community members, is another example of his dedication to community development. Carried out in collaboration with TESDA, the Department of Tourism, local government agencies, and community stakeholders, the project has enabled livelihood interventions such as baking and cooking training, tour guiding, small-engine maintenance, and free-range chicken programs. These initiatives demonstrate his belief that giving communities the chance to prosper strengthens enduring peace.

Another notable initiative is the Turismo, Hindi Terorismo Project, which combines tourism promotion, peace advocacy, cycling, and charitable activities to unite communities and support meaningful causes. Through several successful bike-for-a-cause events, the project has promoted tourism and peace while assisting beneficiaries, including former rebels, community members needing medical support, and dependents of fellow police personnel. This initiative illustrates how public safety, community engagement, and local development can work together toward common goals.

Dedication Beyond Service

His recognition as a Metrobank Foundation Outstanding Filipino reflects the SCJPS department and the university’s mission of producing graduates who are professionally competent and socially responsive. Through youth empowerment, peacebuilding, community development, and innovative policing initiatives, PMSg Supsupin has demonstrated that public service can extend far beyond traditional expectations. His achievements powerfully testify to education’s transformative role and the significant impact compassionate, visionary, and committed public servants can have on society.

As the University of Baguio joins the nation in honoring this remarkable achievement, the entire UB SCJPS and esteemed community take pride in PMSg Dwight Alexis B. Supsupin’s exemplary service and leadership. His journey is an inspiring reminder that true excellence is measured not only by professional success, but by the positive, lasting difference one makes in others’ lives. Through his unwavering dedication to peacebuilding, youth development, community empowerment, and service beyond the badge, he continues to bring honor to his profession, his community, and his alma mater.
