University of Baguio Declares 100% Smoke and Vape-free campus; Inks Pact with City Government

UB Declares 100% Smoke and Vape-free Campus in Baguio City

The University of Baguio, through representatives from the Office of Student Affairs (OSA), inked a Memorandum of Agreement with the City Government of Baguio on October 14, 2026, at the Baguio City Multipurpose Hall, to declare and enforce smoke- and vape-free schools in Baguio City.

Smoke and Vape Free Baguio: A Safer UB Campus in Baguio City

Dr. Beverly B. Laltoog, OSA Director, represented the University on behalf of President Dr. Javier Herminio D. Bautista, together with the Security Office Director Jayton M. Anaen and Student Organization and Awards Officer Zhein Carlo Molina.

Among the seven higher education institutions (HEIs) in the city, the institution proudly stands out as one of the universities that have declared a 100% smoke- and vape-free campus across all its buildings, grounds, facilities, and university-controlled areas, with no designated smoking or vaping zones.

Furthermore, UB has launched Project Safe-Drop through the Office of Student Affairs (OSA). This dedicated program allows students to voluntarily surrender smoking paraphernalia and other prohibited items, such as weapons, into designated drop boxes at all campus gates upon entry.

Along with other universities in the city, UB commits to continuously supporting smoke-free campus enforcement. This includes prohibiting the possession, use, and sale of smoking paraphernalia, and maintaining a strict no-smoking policy for all stakeholders, from students to teaching and non-teaching personnel and university administrators.

This contributes to Sustainable Development Goal (SDG) 3 through Memorandum D No. 19, Series of 2023, or the Reiteration of the Smoke-Free Campus Policy, and Resolution Number 257, Series of 2023, of the City of Baguio Government.

Other universities that signed the agreement included Baguio Central University, Easter College, Pines City Colleges, University of the Cordilleras, University of the Philippines Baguio, and Saint Louis University.
