UB BAPS Hold 2026 Smart City Governance Discourse Session

The Bachelor of Arts in Political Science (BAPS) Program from the University of Baguio organized an open discourse and seminar entitled “Navigating the Digital Frontier: Governance Strategies for Smart Cities” involving the attention and presence of student interns from Khon Kaen University (Thailand), learners from the Humanities and Social Sciences (HUMSS) Strand of the UB High School, and the Science High School department to discuss the city’s tenure and initiatives on an academic level.

Baguio City’s Transition Toward Smart Governance

Held at the FGB hall on February 26, 2026, the keynote discussions were addressed by the Management, Information, and Technology Division of the City Mayor’s Office, Mr. Francis L. Camarao, MSDS, in which he presented the findings of city advancements through the Baguio City’s Journey to Smart City Status” presentation. Having to provide an overview of both completed and ongoing smart city initiatives in Baguio.

Mr. Camarao highlighted the establishment of the Smart City System, which definitively explains the Smart City Command Center that is designed to enhance real-time monitoring, data-driven decision-making, and inter-agency coordination for official city watchers and point persons for data analysis. Also, the integration of the “Baguio in My Pocket” (BIMP) phone application, a digital platform for residents that enables access to government services, receives updates, and aids in engaging and coordinating with local authorities more efficiently.

Among the ongoing initiatives, the Smart Urban Mobility Project was emphasized as a strategic response to persistent traffic challenges in the city. This project integrates technological solutions aimed at improving traffic management, public transport efficiency, and overall urban mobility.

Digital Governance in Thailand’s Context

The second keynote speaker, Assistant Professor at Khon Kaen University, Thailand, Dr. Charles Ruangthamsing, delivered a lecture on “Digital Governance: The Case of Thailand,” further examining Thailand’s national digital governance framework and its measurable progress in international rankings related to digital literacy and internet connectivity.

Dr. Ruangthamsing highlighted the government’s strategic investments in telecommunications infrastructure, particularly the development of a strong backbone for internet towers and broadband expansion. Which emphasizes the widespread approach to better internet access, labeled as a form of public infrastructure that is essential to daily navigation in economic development, public service delivery, and civic participation.

Having a firm grasp on digital governance to function effectively, as the foundational requirements of a smart city initiative and integration include reliable internet connectivity, digital literacy, and institutional coordination, which is placed on the agenda of the local government to establish within internal and external relations for city development. Without these, technological innovation alone cannot guarantee inclusive and responsive governance.

Cybersecurity and Data Integrity in the Digital Age

During the open discussion segment, both speakers addressed the increasing importance of cybersecurity and data integrity amid rapid digitalization. Emphasizing that while digital transformation enhances efficiency and accessibility, it can also be a viable tool to locate and dissipate vulnerabilities and threats for added safety purposes. Strengthening cybersecurity systems, protecting sensitive information, and maintaining public trust are reliable factors that have been identified as indispensable components of smart governance.

The open session provided observations and practical realizations to contribute to a better experience in day-to-day life, work, and leisure operations in specific cities and urbanized localities. More so, it directly applies to the development and updates within the UN’s Sustainable Development Goals (SDGs):

  • SDG 4 (Quality Education) for keeping students updated on technological advancement and governance

  • SDG 9 (Industry, Innovation, and Infrastructure) by presenting the groundwork for smart-city initiatives to improve the way and quality of life within urbanized localities and cities

  • SDG 11 (Sustainable Cities and Communities) by promoting resilient digital infrastructure, technological innovation, and smart urban mobility systems

  • SDG 16 (Peace, Justice, and Strong Institutions) in strengthening transparent, technology-enabled governance, and

  • SDG 17 (Partnerships for the Goals) by fostering international academic collaboration between the University of Baguio and Khon Kaen University

The event testified to the political science program’s dedication to fostering critical engagement with current governance issues and equipping upcoming leaders to successfully negotiate the difficulties of the digital frontier. Through the BAPS’ educational objectives, the support and pursuit of lifelong learning through ethical engagement in local and national political and social concerns continues to advance, as well as the manifestation of competencies necessary in the disciplines of politics and governance relevant to the national and global scene.
