UB Joins DBP’s INSPIRE Scholastic Program and Ceremonial Signing to Lead Responsive Scholarship Opportunities

The University of Baguio has proudly been recognized for its efforts in scholarship initiatives, with esteemed members and representatives from the institution being named as one of the accredited partner institutions for the second batch implementation of the Development Bank of the Philippines (DBP) Integrated Scholastic Program for Inclusive and Responsive Education (INSPIRE) scholarship program beginning the academic year 2026–2027.

The partnership is a direct testimonial to claims and affirmations toward the university’s continuous commitment to widening access to quality, student-centered education and supporting learners as they pursue their academic goals, professional growth, and meaningful contributions to society. Having earned the trust and competence to be allowed to become part of the scholarship program.

Officially marking the partnership, the DBP INSPIRE scholastic program ceremonial signing took place on Thursday, 21 May 2026, at the Bulwagan ng Diwang Pilipino, DBP Head Office, Makati City. Gathering reputable representatives from participating academic institutions and offices, along with officials from DBP, in celebration of their shared commitment to educational development and student empowerment.

In an official communication from DBP, the university was formally identified as one of the Bank’s Partner Schools under the DBP INSPIRE scholarship initiative. The program aims to strengthen access to higher education by providing financial assistance to deserving students while promoting inclusive and responsive education throughout the country. Through this partnership, UB continues to expand opportunities for students who aspire to pursue higher education despite financial challenges, ensuring that more young Filipinos are given the opportunity to achieve their academic and professional goals.

Educational Advocacy through Responsive Scholarship Efforts

As part of the partnership, DBP has allocated a total of nine (9) million pesos to support the budget and academic fees/concerns of forty-five (45) opportunistic and deserving scholars for the duration of their stay at the university, particularly those to be enrolled in the Bachelor of Elementary Education (BEED) program. This significant investment reflects the bank’s commitment to guide and encourage the students through quality education and to create opportunities for educational and professional growth. The scholarship program is expected to help develop future educators who will contribute to strengthening the country’s educational system and promoting inclusive learning in communities across the nation.

Representatives from the University of Baguio showed the presence and participation of Dr. Javier Herminio D. Bautista, University President; Dr. Johann Ben A. Bautista, Vice President for Finance; Ms. Rowena Sungduan, Student Accounts Office Director / Scholarship Coordinator; and Dr. Kareen B. Leon, Quality Assurance Office (QAO) Director.

The program opened with a message from DBP President and CEO Mr. Michael O. De Jesus, who gave the welcome remarks, followed by the ceremonial signing of the Memorandum of Agreement (MOA) signifying the official partnership between DBP and participating institutions.

Commitment and gratitude speeches were also delivered by key representatives from the higher education and private sectors. Expressed by the vice chancellor for international affairs of Mindanao State University, Tawi-Tawi College of Technology and Oceanography, Atty. Datu Esma P. Maruhom shares the commitment of State Universities and Colleges (SUCs) in advancing accessible education through the scholarship initiative, along with the president of STI Education Services Group, Mr. Peter K. Fernandez, expressing the commitment of private higher education institutions that fully support student empowerment and inclusive learning opportunities, as stated in the program.

Keynote and response messages during the event were delivered by the DBP director and Chairperson of the Development Advocacy Committee, Atty. Emmeline C. David, with DBP Chairman Mr. Philip G. Lo delivering the closing remarks. Ms. David highlighted the importance of collaboration among educational institutions and government partners in promoting inclusive, responsive, and sustainable educational opportunities for Filipino learners in her talk.

Achieving a notable commendation in expressing the Sustainable Development Goals (SDGs) 4, 8, and 17. The program provides deserving students with greater access to quality and inclusive education, helping reduce financial barriers that often hinder academic opportunities. Supporting and guiding the completion of their education (particularly in the BEED program), the initiative shapes skilled future educators and professionals who can promote sustainable economic growth and productive employment opportunities in their communities.

Furthermore, the collaboration between the university and DBP shows off the strong institutional partnership in advancing educational development, social inclusion, and nation-building, demonstrating how collaborative efforts can create long-term positive impacts for Filipino learners and society as a whole.
