University of Baguio SCJPS Cultivates Notable Partnerships for Goals and Projects For 2025

The School of Criminal Justice and Public Safety (SCJPS) at the University of Baguio has cultivated a robust network of local, regional, national, and international partnerships, anchored in its mission to advance criminology, forensic science, and public safety education. These collaborations, formalized through signed Memoranda of Understanding (MOUs) and Memoranda of Agreement (MOAs), bridge academic learning with professional practice, extend research and training opportunities, and ensure that students, faculty, and communities benefit from innovative approaches to justice, law enforcement, and community safety.

SCJPS Academic and Practical Learning Partnerships For 2025

Since the establishment of these partnerships, over 1,200 students, faculty members, and community stakeholders have participated in joint activities ranging from internships and professional certifications to applied research projects and community service.

At the local level, collaborations with local and specialized units such as

  • Baguio City Police Office
  • Bureau of Fire Protection–Baguio City Fire Station
  • Bureau of Jail Management and Penology–Baguio City Jail Male Dormitory
  • City Social Welfare and Development
  • Criminal Investigation and Detection Group–Cordillera
  • National Bureau of Investigation–Cordillera
  • Regional Forensic Unit
  • Regional Anti-Cybercrime Unit
  • Regional Mobile Force Battalion 15
  • Highway Patrol Group
  • Cordillera Administrative Region Training Center, and
  • 14th Regional Community Defense Group of the Philippine Army

have provided students with invaluable immersion in public service. Partnerships with Pinget Elementary School, West Point Shooting Range, Road Vibes Driving School, and Holy Cross further expand applied learning and community outreach.

At the regional level, SCJPS has partnered with University of the Philippines–Manila, Kalinga State University, and Western Philippines University, as well as government partners like the DOH–Drug Treatment and Rehabilitation Center Dagupan, the Police Regional Office Cordillera Human Rights Desk, and the Mountain Province District Jail in Bontoc, advancing collaborative research, human rights–based training, and rehabilitation initiatives.

National and International Partners For Upskilling and Opportunities

At the national level, collaborations with the National Police Commission (NAPOLCOM), the Philippine National Police (umbrella organization), and the Philippine National Police Training Institute (PNPTI) strengthen academic-practice integration and professional training. Partnerships with Hopkins International Partners and the Philippine Continuing Professional Development Training Center Inc. ensure continuous upskilling and international certification opportunities.

At the international level, SCJPS has forged global ties with Huachiew Chalermprakiet University (Thailand) and the Sherlock Institute of Forensic Science (India), providing faculty and students with opportunities for academic exchange, joint research, cultural immersion, and specialized training in forensic science.

Through these partnerships, SCJPS implements a wide spectrum of initiatives, including internships in law enforcement and correctional agencies, collaborative research projects on crime prevention and rehabilitation, professional certification programs in forensic science and English proficiency, joint webinars and academic conferences, community-based outreach activities, and technical training in areas such as cybercrime investigation, ballistics, tactical driving, and public safety education. Faculty, students, alumni, and community stakeholders remain actively engaged in these programs, ensuring that the partnerships deliver long-term impact.

The breadth of SCJPS’s partnerships is strongly aligned with the United Nations Sustainable Development Goals (SDGs):

  • SDG 4 – Quality Education: Through academic exchanges, professional certifications, and practice-based learning with national and global institutions.

  • SDG 8 – Decent Work and Economic Growth: By equipping students with industry-relevant skills, global certifications, and workforce readiness.

  • SDG 16 – Peace, Justice, and Strong Institutions: Through immersion in law enforcement, forensic science, and human rights–based training.

  • SDG 17 – Partnerships for the Goals: By fostering collaboration across local, regional, national, and international partners to build stronger institutions and safer communities.
