University of Baguio continues to champion academic excellence through CHED-SIKAP grants

In 2021, the University of Baguio (UB) took a significant leap in advancing graduate education by officially joining the national roster of institutions implementing the Scholarships for Instructors’ Knowledge Advancement Program (SIKAP) under the Commission on Higher Education (CHED). This milestone marked UB’s commitment to providing opportunities for faculty and academic personnel to pursue advanced studies in their respective fields.

SIKAP, launched by CHED in 2020, aims to elevate the qualifications of teaching and non-teaching personnel in higher education institutions by supporting them financially as they pursue master’s and doctoral degrees. Through tuition assistance, stipends, and other academic support, the program empowers professionals to improve their teaching and research capabilities—ultimately raising the quality of education in the country.

More than a scholarship, SIKAP contributes to the realization of the Sustainable Development Goals (SDGs), particularly SDG 4: Quality Education and SDG 10: Reduced Inequalities, by empowering educators to create lasting impact in their institutions and communities.

SIKAP at UB: A Growing Legacy

Since the CHED-UB Memorandum of Agreement was signed in early 2021, UB has made great steps in implementing the SIKAP program. That same year, 11 applicants were approved, marking the beginning of a growing scholar community. In 2022, 16 more applicants were accepted into the program, further expanding the university’s pool of graduate-level scholars.

The results speak volumes:

  • Many scholars have successfully completed their degrees on time, with some graduating with distinction, including Latin honors such as Cum Laude.
  • Notable programs completed include DBA, PhD Crim, PhD DevEd, and MAED with strong performance from both full-time and part-time grantees.
  • Several grantees have already graduated with distinction, while others are expected to complete their programs this 2025.

Despite some instances of early program termination due to personal reasons or non-compliance, the overall success rate remains a strong indicator of both the scholars’ dedication and the institution’s support mechanisms.

Voices of SIKAP: Scholar Stories from UB

Since becoming a Delivering Higher Education Institution (DHEI) in 2021, the University of Baguio has produced dedicated, resilient, and high-achieving CHED-SIKAP scholars. Their stories reflect not only academic excellence, but also unwavering commitment to professional growth and service. Here’s a look at their powerful testimonials:

Dr. John V. Balanquit, Doctor of Business Administration

“As a CPA committed to the academic profession, pursuing my Doctorate in Business Administration was a clear next step. CHED-SIKAP gave me the financial push I needed—the grant covered my expenses, allowing me to focus fully on my studies and support my family through the living allowance. My only challenge was the delay in Dissertation 2 due to survey response issues, but the one-year extension granted by CHED-SIKAP helped me fulfill all requirements. Being both a student and university employee, I appreciated the support of my mentors and the familiar academic environment. I originally aimed to return as a graduate professor—but being promoted to Dean of the School of Business Administration and Accountancy became the unexpected reward. This program gave me extensive exposure to research, innovation, and extension. I encourage future scholars: pursue your dream degree and use it to help improve your institution.”

Dr. Rudina S. Abarientos, Doctor of Business Administration

“The CHED-SIKAP Scholarship gave me not just financial support, but also opportunities for growth, leadership, and fulfillment. I used my allowances to manage operational expenses, allowing me to focus on my studies despite working in the university’s busiest laboratory. Balancing a full workload with demanding academic requirements was tough, but I stayed on track by managing tasks strategically and working consistently. As a student and non-teaching employee, I’m grateful to UB for supporting staff in completing graduate studies. Earning my degree helped clarify my career path and equipped me with the skills and credentials to pursue teaching. Believe in yourself, stay curious, and trust in the power of hard work and dedication.”

“I was motivated to pursue graduate studies under the CHED-SIKAP program mainly for the financial support it offered—education is costly, and this eased the burden. But more than that, I saw it as a challenge and responsibility. Being a scholar meant carrying the trust of the taxpayers who made this opportunity possible, and in return, I committed to doing my best. Balancing my roles as a mother of three, a wife, and a student wasn’t easy. Open communication with my family and work de-loading helped me manage my time, and the online setup was a big help. My experience at the university was enriching—I gained knowledge, formed lasting friendships, and expanded my professional network. I’m especially grateful to the Graduate School staff for their warm support throughout my journey. Completing my degree gave me more than credentials—it deepened my commitment to serve others. CHED-SIKAP is a privilege that offers growth and purpose. Make the most of it, stay committed, and always remember: education is not just for you—it’s for the people you serve today and in the future.”

At the University of Baguio, I had access to tools, resources, and excellent mentorship that helped me complete my DBA requirements. The most challenging part was writing my dissertation, but with my professors’ guidance and UB’s support, I made it through. UB provided a vibrant and professional learning environment. The lectures, lively discussions, and collaborative culture left a strong impression on me—one I hope to carry into my own organization. Earning my DBA also opened doors to leadership opportunities and personal growth. To future SIKAP scholars: this is a rare opportunity. Make the most of UB’s outstanding faculty and resources. “I pursued graduate studies under the CHED-SIKAP program to ease the financial burden of earning a doctorate while supporting my son’s education. The scholarship allowed me to continue my academic journey without compromising my responsibilities as a parent, employee, and small business owner. The most challenging part came during Dissertation 2, when I had to extend due to the demands of work, home, and school. Still, I stayed focused—fueled by faith, determination, and the inspiration of my son, Josiah Jeremy. Choosing the University of Baguio for my DBA was a decision I will never regret. The professors were experts in their field, and I gained meaningful insights from both mentors and classmates. UB shaped me not just as an academic, but as a transformed leader and educator. Earning my DBA changed my perspective—I started simply wanting to be a better teacher, but I was later entrusted with a leadership role. This journey reminded me that growth doesn’t end with graduation—it’s a call to serve, mentor, and share what we’ve learned. To aspiring graduate students: scholarships like CHED-SIKAP are opportunities, not burdens. Stay committed, be grateful, and never forget to seek strength from your family and faith. Embrace every challenge—each step brings you closer to who you’re meant to become.”

Dr. Erwin Q. Cerna, PhD in Criminal Justice with Specialization in Criminology

Graduated January 2024

“I pursued graduate studies under CHED-SIKAP because of my passion for academic development and nation-building. The program gave me a rare opportunity to enhance my expertise and contribute to higher education aligned with national priorities—something I couldn’t have done without financial support. As a student at the University of Baguio, I was empowered to focus fully on coursework and research, free from financial pressure.

UB’s faculty, learning environment, and support systems challenged and inspired me to grow both intellectually and professionally. I became more involved in research, built a network of like-minded scholars, and developed a deeper sense of purpose. Balancing work, family, and school was a major challenge. But through discipline, planning, open communication, and the support of mentors, I was able to thrive. The experience strengthened my resilience and helped me become not just a better student—but a better educator and person. Graduating has transformed my confidence, opened leadership opportunities, and sharpened my problem-solving skills. I am now more prepared to mentor others, engage in policy development, and contribute meaningfully to institutional and national progress. To future SIKAP scholars: this is more than financial aid—it’s an investment in your potential to serve. Stay focused, be passionate, and seek support when needed. Your journey is not just for yourself, but for the communities and students you will one day empower. Let integrity and compassion guide your way.”

Dr. Rey B. Im-Motna, Doctor of Business Administration

Graduated May 2025

“I pursued graduate studies through the CHED-SIKAP scholarship for both professional development and the financial aid it provides. The support helped me balance academic and personal needs—covering all miscellaneous expenses through the living allowance. The journey came with many challenges. Delays in allowance pushed me to take part-time construction work and borrow from siblings. I personally processed semestral requirements for CHED and my DHEI with help from focal persons. Working with international classmates taught me patience and the importance of clear communication during group tasks. I also had to invest in essential tools—PCs, headsets, subscriptions—to meet subject requirements. Dissertation work meant identifying viable topics, following DHEI procedures, and finding reliable publishers. Ethical collaboration was also key in academic linkages and partnerships. Despite the hurdles, my time in graduate school taught me discipline, patience, and resilience. It pushed me to strive harder in a competitive environment and brought great pride and confidence upon completion. To future scholars: spend your support wisely. Submit documents on time, trust the process, and embrace the hardships. Be a quiet mover—let your success speak for you. Behind the sleepless nights and tears lies the fulfillment of your dreams.”

Dr. Jheson O. Dacanay, PhD in Development Education

“The CHED-SIKAP program reignited my drive for graduate studies, anchored in my commitment to meaningful teaching and nation-building. As an educator, I’ve always believed in the transformative power of education—especially during times when critical thinking and informed citizenship are most needed. SIKAP gave me the chance to grow academically and align my journey with advocacy work in political awareness and media literacy. The financial support allowed me to focus on coursework and research at the University of Baguio without the usual pressures. Adjusting to the demands of graduate studies was a challenge, especially transitioning from structured teaching to self-directed research. But with discipline, a strong support system, and daily goal setting, I was able to push through. UB was a nurturing and rigorous academic home. Its faculty were supportive and genuinely invested in my growth. The culture of curiosity, collaboration, and purpose-driven learning empowered me not just as a student, but as an emerging leader in education. Earning my degree has deepened my purpose as an educator and researcher. It broadened my vision of what education can do—for institutions, for communities, and for social change. To future SIKAP scholars: stay grounded in your “why,” take ownership of your growth, and use this opportunity to lead with impact. You are capable—and you are needed.”
