On March 07, 2025, the University of Baguio (UB) served as the venue for the 2nd Semester Educational Assistance Distribution, organized by the Provincial Government of Quirino (PGQ) in collaboration with the Quirinian Students’ Organization (QSO) – UB Chapter. The event brought together students from various universities and colleges across the city and nearby areas, including Saint Louis University (SLU), University of the Cordilleras (UC), Pines City Colleges (PCC), and Benguet State University (BSU).
The event began with opening remarks from Russell James R. Melchor, President of the Quirinian Students’ Organization – UB Chapter. He expressed gratitude to the University of Baguio for hosting the event and acknowledged the Office of Student Affairs, led by Dr. Froilan C. Aspa, with the assistance of Sir John Ronald S. Umali, for their crucial support in making the event possible. Melchor highlighted their swift coordination, stating: “Pagkasabi ko pa lang na may tentative date, agad nang naghanap si sir ng venue at ipinabook niya kaagad.” His words emphasized the proactive efforts that ensured the event’s success.

Following the opening remarks, Sir Jun Vincent M. Alay-ay, Youth Development Program Focal Person, delivered an inspirational message, highlighting the positive impact of bringing this service directly to students. “Mababa ang turnout kapag sa probinsya lang kami namimigay, kaya sinubukan naming pumunta sa iba’t ibang universities at colleges—at doon, mas tumaas ang turnout,” he shared, highlighting the success of this proactive approach.
The initiative also received high praise from various universities and colleges, which recognized its uniqueness and impact.“Only the Province of Quirino gives services like this. It is one of a kind and a good one.” These commendations underscore the province’s dedication to student welfare, setting a benchmark for educational support programs.



In addition to the educational assistance, the Provincial Government of Quirino also provides incentives for outstanding achievements, including the Dakilang Pamana Award and academic recognitions such as Latin honors, board, and bar top notcher awards. This initiative stands as a testament to the province’s dedication to nurturing and supporting quality education among its students.
Sir Jun Vincent M. Alay-ay also shared a hopeful message, inspiring students to consider contributing to their home province after completing their education. “Hindi natin alam, maaaring may isa o dalawa sa inyo ang bumalik sa ating lalawigan upang maglingkod at tumulong sa kapwa Quirinian,” he expressed, reinforcing the values of service and gratitude. He concluded his message with a heartfelt, “Dios ti agngina, kadatayo amin!”
The distribution process officially commenced, lasting for nearly seven hours. It accommodated students from various universities and colleges in Baguio and the surrounding areas. With approximately 300 students receiving their educational assistance, the event saw an impressive turnout, reinforcing the initiative’s effectiveness and importance.

This program provides essential financial support for students, helping them cover expenses such as school fees, allowances, housing rent, and personal needs. More than just assisting students, it also eases the financial burden on their parents, even for a short period.
A student from the University of the Cordilleras, Russel A. Corpuz, expressed his gratitude and motivation: “Dahil sa programang ito na hatid ng Provincial Government of Quirino, masasabi kong lalo pa nating dapat pagsikapan ang ating pag-aaral, dahil laging nandiyan ang ating probinsyang patuloy na tumutulong at sumusuporta sa atin.” His words reflect the impact of the initiative, inspiring students to strive harder, knowing that their province remains steadfast in its support for their education.



Similarly, Russell James R. Melchor, a University of Baguio student, emphasized the importance of giving back through academic dedication: “We may not be able to repay them in the financial area, but one thing is for sure—we can repay them by doing our part as students diligently. Ibibigay namin ang aming makakaya upang maparangalan ang minamahal nating probinsyang Quirino.” His statement reflects the deep gratitude and commitment of Quirinian students, as they aim to honor their province’s support by excelling in their studies and bringing pride to their community.
These heartfelt testimonies from students highlight the significance and success of the Educational Assistance Program. By easing financial burdens and motivating students to excel, the Provincial Government of Quirino continues to invest in the future of its youth.
As this initiative expands, it not only supports education but also instills a sense of gratitude, service, and excellence among Quirinian scholars.
