In 2025, the growing recognition of mental health as a fundamental aspect of individual well-being has led to greater global calls for the provision of robust mental health services and psychosocial support. As the need for accessible mental health care becomes more apparent, the conversation around treating mental health as a basic human right continues to gain momentum.
In line with this worldwide movement, the University of Baguio has taken significant steps to ensure that its students and employees are not only supported but provided with the best possible care. A key initiative in this endeavor is the university’s partnership with BUSTILLO PROFESSIONAL COUNSELING SERVICES (Dr. Ava Angeli Bustillo, RGC), a move that strengthens its commitment to promoting mental health and wellness across its community.

This partnership, formalized through a Memorandum of Understanding (MOU), underscores UB’s proactive approach to addressing its members’ mental health needs, providing a holistic and multidisciplinary approach to mental health and well-being, designed to offer tailored mental support and emotional resiliency measures for students and employees requiring specialized counseling services. The university’s Center for Counselling and Student Development (CCSD) plays a central role in this process by ensuring that every individual in need of mental health care receives personalized attention and appropriate referrals. This approach emphasizes that mental health is not merely an individual concern but a collective responsibility shared by all members of the community.
Student and Employee Mental Health Support
Mental health concerns in educational settings in the Philippines have risen sharply due to a combination of academic pressures, socio-economic challenges, and other external factors based on environmental parameters/settings. A report from the Philippine Commission on Higher Education (CHED) in 2025 highlighted that mental health disorders are one of the leading issues among Filipino students. Anxiety, depression, burnout, and suicidal ideation are among the most commonly reported problems.

According to the Philippine Psychiatric Association (PPA), as of early 2025, approximately 1 in 3 students in the country exhibit symptoms of mental health problems, with 21% of university students experiencing severe mental distress. The National Center for Mental Health (NCMH) further stated that over 40% of young people (ages 18-24) report having encountered mental health issues, including depression and anxiety, which significantly affects their academic performance and general quality of life.
UB’s partnership with BUSTILLO PROFESSIONAL COUNSELING SERVICES provides a dedicated platform for students and employees to access psychological support through a range of counseling services. These services are designed to help individuals navigate the challenges they face, whether they are related to academic pressures, personal struggles, or workplace stress. Through this initiative, both parties aim to create an environment wherein the academic and administrative community feels supported in their mental health journey, knowing that they are not alone.
The holistic approach adopted by UB involves more than just providing access to counseling. It also focuses on creating a supportive culture where mental health is openly discussed, de-stigmatized, and integrated into the broader conversation around wellness. A significant step forward in recognizing mental health as a basic right for everyone (putting key emphasis within the context of a learning institution), UB’s belief in the importance of holistic well-being, where the mental, emotional, and physical health of its community members are prioritized. Fostering an environment of collaboration, using joint resources and expertise to meet the needs of the entire university community. It is through these kinds of partnerships that UB can continue to play an active role in promoting mental health and well-being, setting an example for other educational institutions to follow.
The joint effort from the institution and counselling service is part of the university’s broader effort to promote the well-being of its community members and ensure that mental health services are accessible to everyone. Reflecting on the university’s commitment to achieving the United Nations Sustainable Development Goals (SDGs), particularly SDG 3 (Good Health and Well-being), and SDG 17 (Partnerships for the Goals). By working together with external experts, UB is able to bridge gaps in mental health service provision, making sure that psychosocial support is readily available and effective.
